According to the Honorable Robert T. Russell and founder of the first Veterans Treatment Court in Buffalo (2008),


"The United States has a rapidly growing population of combat veterans returning from the wars in Iraq, Afghanistan and the Global War on Terror. Predictably, these extended wars have produced a significant percentage of veterans with serious mental health and/or substance abuse issues. Many of them are now appearing in our nation’s criminal courts, charged with offenses tied, in one way or another, with those service-connected issues. Military service impacts the lives of veterans and their families in countless ways. Approximately thirty percent of veterans returning home from combat suffer from “invisible wounds,” injuries that are not visible to the eye and, as a result, often go unrecognized and unacknowledged."

Veterans Treatment Courts (VTC) offer a solution by connecting justice-involved veterans to appropriate services in a court setting, surrounded by an interdisciplinary team. These include the judge, court staff, prosecutors, treatment/service providers, defense attorneys, probation, law enforcement, volunteer veteran peer mentors, and representatives from the U.S. Department of Veterans Services, all of whom work collaboratively to help veterans.

    VTCs tie into the VA system to facilitate defendants’ access to services such as mental health and substance abuse evaluation and treatment, Veterans Justice Outreach specialists, disability and medical benefits, housing assistance, and more. The availability of such services through the VA (and to a lesser extent other veterans’ service providers at the state and local level) is a key reason the VTC model is possible. The VA system provides a federally funded, pre-existing, expert partner for VTCs to use in treating defendants.

  • Veterans Treatment Courts / Arizona

    In 2017, Arizona Attorney General Brnovich joined former U.S. Senator Jeff Flake in calling for the passage of the Veterans Treatment Court Improvement Act of 2018, legislation that requires the Department of Veterans Affairs ("VA") to hire at least 50 Veterans Justice Outreach Specialists ("VJOs") under the Veterans Justice Outreach Program and place them at eligible VA medical centers. President Trump signed legislation authorizing more funding for VJO's in September of 2018.
