Employment Services and Resources

The VA Veteran Readiness and Employment (VR&E) Program provides a variety of services to persons with disabilities, with the ultimate goal to prepare for, enter into, or retain employment. A veteran may be eligible for VR services if they meet all of the following requirements:

  • They have a physical or mental impairment;
  • Their physical or mental impairment constitutes or results in a substantial impediment to employment;
  • They require VR services in order to prepare for, secure, retain, or regain employment; and
  • They can benefit from the provision of VR services in terms of achieving an employment outcome.

VRCs and Veterans work together to identify the most appropriate track of services, involving employment and/or independent living objectives after feasibility for employment is discussed and determined.


  • A vocational or independent living goal is established
  • Services needed are defined
  • A written plan of services will be developed
  • Re-Employment
  • Rapid Access to Employment
  • Self Employment (monitoring for 1 year minimum)
  • Employment Through Long-Term Services

Independent Living (24-month maximum with a possible six-month extension if approved by the VR&E Officer)


Veteran Readiness and Employment (Chapter 31)

If you have a service-connected disability that limits your ability to work or prevents you from working, Veteran Readiness and Employment (formerly called Vocational Rehabilitation and Employment) can help. This program—also known as Chapter 31 or VR&E—helps you explore employment options and address education or training needs. In some cases, your family members may also qualify for certain benefits.

The New York State Department of Labor Veterans’ Program has specialized staff that are dedicated to helping veterans and eligible persons gain a competitive edge in today’s labor market. As a veteran or eligible person, you receive priority services in all New York State employment and training programs for which you are eligible and qualified. This priority of service is guaranteed by federal law and by the New York State Veterans Bill of Rights for Employment Services.

    Food Protection Online Course (NYC)

    The Food Protection Course trains individuals in food protection practices to ensure the safety of the food served in New York City's food establishments. The NYC Health Code requires that there be at least one supervisor certified in food protection on site any time a food service establishment and non-retail food processing establishment is operating. Completion of this course and passing of the final exam satisfies that requirement.


    Food Handler Class (NYC)

    This online Food Handler Class contains meaningful content informed by standards, information, and data published by the US Food and Drug Administration (FDA), Food Safety and Inspection Service (FSIS) of the US Department of Agriculture (USDA), the US Department of Health & Human Services (HHS), the Centers for Disease Control and Prevention (CDC), the Occupational Safety and Health Administration (OSHA) and State Public Health Departments.

  • General Vendor License (NYC)

    NYC Department of Consumer and Worker Protection (DCWP)


    A General Vendor license is required for anyone that will sell, lease, or offer to sell or lease goods or services in a public space that is not a store.

    Please note: The maximum number of General Vendor Licenses that the New York City Department of Consumer and Worker Protection (DCWP) issues to non-veterans is limited by law to 853. DCWP’s waiting list for non-veteran applicants is currently closed. The waiting list will not re-open for further registration until DCWP has run through the current list of non-veteran applicants.


    Only the following individuals may submit an application for a General Vendor License:

    • an individual with a valid waiting list number issued by DCWP
    • an honorably discharged veteran residing in New York State
    • the surviving spouse or domestic partner of an honorably discharged veteran residing in New York State

    A General Vendor license is not required for the following activities:

    • selling newspapers, periodicals, books, pamphlets or other written material
    • selling artwork including paintings, photographs, prints and sculptures
    • selling food. Please note that food vending requires a license from the Department of Health and Mental Hygiene.
    • selling items at a garage sale on private property
    • selling merchandise from a booth or stand at an authorized Street Fair (e.g., street fair, block party, or festival). Please note that a Temporary Street Fair Vendor Permit is required to sell merchandise at an authorized Street Fair.
